“CARE” .. The Muslim Brotherhood Financing Fund

CARE, a US-based organization, is one of the funds to finance the Muslim Brotherhood (MP) international organization in countries where it is a party, especially in the Middle East (1)

The American organization was established to support remittances from America to Europe in 1945. But it has been later under the control of the MP international organization in order to ensure financial transfers and support for the organization’s branches under the guise of humanitarian assistance.

Such context has helped the organization to focus its work on the poorest areas, which are fertile environment for ensuring recruitment. This has been demonstrated by its stated objectives of limiting its assistance in the developing world.

Social Dimensions

Religious movements, especially MB, are based on several visions through which they can penetrate into societies in order to achieve political goals, which is consistent with the general goals set by these groups since its establishment. As follows:

Starting from the popular depth towards the political goals. This is the fastest route to the masses. MP international organization has sought to do so for ensuring social networks of various strata, enjoying their status and gaining their trust, whether through the use of economic resources or the use of human discourse. This explains the term “Social Depth” adopted by many social studies, which affirms that religious movements are interested in reaching the depth of society, whether in the form of “enjoining virtue and preventing vice” or by providing the food needs of the poor in the areas most in need(2).

Radical movements shares have a common discourse between advocacy and the other human.

 The first penetrates hearts most prone to religiosity; the second meets the needs of the poor. Both claim that caring for the poor is one of the essentials of the religious approach, which is essentially a political approach to managing public affairs.

Mass mobilization

 MP focuses on the mass mobilization through the so-called “Social Religiosity”, which is often associated with religious events such as Ramadan, where non-religious people are attracted through charitable work, until it becomes “Political Capital”, in a country with limited resources such as Egypt, until the PM took control of the entire neighborhoods, if not cities.  Many field studies has found that religious groups are most involved in compensating the state’s deficit by providing basic social services to citizens, especially in the poor areas. (4) In light of the above, the observer for the activities of CARE concludes the social dimension that has permeated its performance, especially as it directs these activities to the areas of control of the group, whether in the Middle East, or the advocacy societies of the group in Europe and US.

Political dimensions

The CARE Statute states that it aims to combat poverty through support activities for those in need. However, there is a political focus that is evident in its activities in the Middle East, as follows:

  • The organization’s practices have moved away from its objectives of providing food or medical assistance, which has led to the penetration of political and social activities. In Yemen, for example, CARE has helped establish 52 rural famine associations, Political factions, at the heart of MB. This is not in line with the slogans of the International Organization that provides either food or medical assistance, since the establishment of associations and civil society organizations is different in the objectives of combating poverty in any case.
  • The organization is deeply rooted in its activities in the depth of political work, which was evident through the establishment of seminars and workshops explicitly entitled “Involvement of community leaders in decision-making and implementation”. This means the political rehabilitation processes of youth and social leaders for their involvement in political life or executive power, which means that they adopt purely political projects in the Middle East to serve MB.
  • CARE’s role in the West was clear to secure the economic activities of MB. This was evident by the rejection by the organization of a bill introduced by the mayor of Los Angeles to counter extremism and terrorism because of its fear that the new law would ban the organization’s activities in America and stop its funding. Europe and America. (7)
  • CARE’s political objectives are clearly demonstrated through the scrutiny of the identity of its members or the founders of charities in the West. Most of these associations and organizations have been established by immigrants or political refugees from MB.
  • Who have been expelled from security pursuits in their country.
  • Some CARE members came to the heart of the political process in the United States, especially after President Donald Trump came to power and talked about the isolation of MB and political Islam groups when he adopted the group’s tactic of supporting some of his immigrant elements to be on the scene. Evidence of this is the arrival of “Elhan Omar” to the US House of Representatives, and the Palestinian-American activist “Linda Sarsour”, which previously declared what it called “Jihad” on Trump and his administration.
  • CARE is heavily deployed in areas of security and political conflict, compared with other poorer areas, although it is experiencing political stability of a governing administration. In some developing countries, entire villages do not have access to electricity or water, but other cities experiencing political conflict, the Muslim Brotherhood in particular, are more present through their diverse social, cultural, or even humanitarian programs.

But Why “CARE”?

The most important question is: What is the important role of CARE in MB? And why are they – precisely – at the top of the pyramid of the group’s financing organizations? These questions seem logical compared to the large spread of the elements of the organization in the world and their ownership of investment companies and local projects, but CARE has more important objectives for international organization can be summarized as follows:

First, the slogan of humanitarian assistance is an important cover for the group’s activities, especially when it comes to support operations in the villages and cities of the Muslim Brotherhood’s spread which the group cannot officially do as it engages in political action in those areas. , If you go out through the community. Second: the lack of organization of sources of funding in many Arab and African countries after the decline of the role, made him in dire need of external support funds, whose funds remain immune to the humanitarian literature that is exported.

Thirdly, CARE enjoys immunity – so to speak – of Western societies that give space to liberties and rights, which do not often look behind the hidden goals or secret activities of these societies, except that their activities appear to be humane and through publications of the volume of aid they provide to poor areas in countries Developing countries, giving them Western protection. Conclusions

  1. CARE has been under the control of MB International Organization. Such role helped by focusing on the poorest regions, which are fertile ground for ensuring social mobilization.

2 – There are social determinants in MB. CARE has a major role. The auditor in the activities of the organization deduces the social dimension that has permeated its performance, especially as it directs these activities to the areas of control of the group, both in the Middle East and the advocacy societies in Europe and US.

  5. The slogan of humanitarian aid is an important cover for the activities of MB, especially when it comes to support operations in the villages and cities of the MB’s spread.

8 – The decline of the role of the MB in some Arab countries, made it in dire need of external support funds, headed by “CARE”.
